MIIT Opens Comment on 413th Vehicle Batch: 230 NEV Models Filed
On 3 November 2026 the Ministry of Industry and Information Technology published, for public comment, the 413th batch of road motor vehicle products. The notice lists 358 manufacturers applying for new product access and 787 new vehicle products, including 230 new-energy models from 118 companies: 202 battery-electric, 22 plug-in hybrid and 6 fuel-cell models. The comment period runs from 4 to 10 November. Filings reported by IT之家 include a refreshed Zeekr 001 with a 370 kW single rear motor, a tri-motor Denza N9 EV rated at a combined 890 kW, and a 1.5T plug-in hybrid Buick Electra GS. These are pre-approval filings, not final type approvals or sales launches, and specifications can change before the formal announcement.

What Happened
On the evening of 3 November 2026, the Ministry of Industry and Information Technology (MIIT) published a pre-release notice for the 413th batch of the Road Motor Vehicle Manufacturers and Products Announcement. The notice is open for comment from 4 to 10 November.
This is the routine but closely watched step before new vehicles are formally approved for production and sale in China. Manufacturers submit specifications, photos and test information; the ministry publishes the list so competitors and the public can raise objections before the batch becomes final.

The Numbers in the Filing
According to the MIIT notice:
- 358 manufacturers applied for new product access: 237 automobile manufacturers, 120 motorcycle manufacturers and one three-wheeled vehicle manufacturer.
- 787 new products were filed: 475 automobiles, 310 motorcycles and 2 three-wheeled vehicles.
- New-energy vehicles: 118 companies filed 230 models, made up of 202 battery-electric, 22 plug-in hybrid and 6 fuel-cell models.
- Changes and extensions: 785 companies filed 6,355 products, of which 5,550 are automobiles.
These are filing counts, not production or sales figures. A model can appear in the notice and still be delayed, revised or cancelled before launch.
Models That Stood Out
Media outlets that reviewed the published list highlighted several filings:
Zeekr 001 refresh. The updated car is listed with a single rear-mounted motor producing 370 kW, a lithium iron phosphate battery and a top speed of 240 or 280 km/h depending on specification. Optional items include air suspension and a tow device rated at 2,000 kg. The 900-volt architecture is retained, according to IT之家.
Denza N9 EV. The battery-electric version of Denza's large SUV is filed with three motors: a 270 kW front unit and two 310 kW rear units, for a combined 890 kW.
Buick Electra GS. SAIC-GM's fastback sedan appears with a 1.5-litre turbocharged plug-in hybrid powertrain. Detailed battery and electric-range figures were not included in the initial media reports.
GAC Aion V. The compact SUV is filed with a 165 kW motor and a lithium iron phosphate battery.
BMW 330L. The long-wheelbase 3 Series variant appears with the B48 2.0-litre turbocharged engine.

What "Public Notice" Means
The Chinese term used here is 公示, a pre-publication comment period. It is not the same as the final 公告. During the comment window, the published information can be challenged or corrected. After the window closes, MIIT reviews the feedback and issues the formal batch, which is the document that allows a vehicle to be produced and sold.
For readers outside China, the practical consequence is simple: a car in this list is close to launch, but it is not yet a product you can order, and its final specifications may differ from the filing.
Why It Matters for Export Buyers
The batch is a useful early signal of what Chinese factories will build next. For exporters, it shows which models may enter the domestic market first and, later, the export pipeline. It does not mean those models are available for export, and it says nothing about export homologation, right-hand-drive conversion or destination-market certification.
It is also a reminder that Chinese model cycles are fast. A facelift or powertrain change can appear within a year or two, which affects used-car values and parts planning. Buyers sourcing current-generation cars should check whether a refreshed version has just been filed.
What to Watch
- The formal announcement. Only the final batch confirms production approval.
- Specification changes. Power, battery supplier and optional equipment can change between the notice and the launch.
- Domestic launch timing. Filings often precede a motor show debut by weeks or months.
- Export availability. Domestic approval does not imply an export programme or destination-market certification.
