MOFCOM Releases First Negative List of Used Car Exporters, Tightens Credit Oversight

In August 2026, MOFCOM published its first negative list naming 187 used car exporters with serious violations since January. Listed firms face license suspension of 6–12 months, removal from customs fast-clearance, and higher deposits — accelerating the industry's consolidation.

MOFCOM Releases First Negative List of Used Car Exporters, Tightens Credit Oversight

Background: The Credit System Takes Shape

The November 2025 joint ministry notice that banned zero-kilometer exports also mandated the creation of a credit evaluation system for used car exporters. In August 2026, MOFCOM took a major step toward enforcing that mandate by publishing the first-ever negative list of used car exporters.

What the Negative List Contains

The initial list names 187 enterprises that have committed serious violations since January 2026, including:

  • Exporting zero-kilometer vehicles without the required after-sales confirmation
  • Falsifying vehicle history, mileage, or registration documents
  • Repeated failure to complete export license applications accurately
  • Involvement in cross-border fraud or smuggling cases

Consequences for Listed Companies

Companies on the negative list face escalating penalties:

  • Export license suspension for 6–12 months
  • Removal from customs "green channel" fast-clearance programs
  • Higher deposit requirements for future export applications
  • Public disclosure that effectively freezes business with cautious overseas buyers

What It Means for the Industry

For Compliant Exporters

The negative list is a net positive. It removes bad actors that depressed prices and damaged the sector's reputation, and it signals to international buyers that China's used car market is maturing.

For Buyers

The negative list provides a practical due-diligence tool. Buyers are now advised to verify their counterparty's status against the MOFCOM list before committing to large orders.

For the Market

Analysts expect the negative list to accelerate the consolidation already underway — with licensed active exporters potentially falling toward the 1,500–1,800 range by year-end, in line with earlier forecasts.

How China Used Car Responds

As a MOFCOM-licensed exporter with a clean credit record, China Used Car welcomes the new oversight. Buyers can verify our license and credit standing through official channels, and our vehicles all carry full, traceable history documentation.
