China's Mandatory EV Charging Equipment Efficiency Standard Takes Effect on 1 November

GB 46519—2025, China's mandatory national standard for energy-efficiency grades, minimum allowable values and test methods for electric-vehicle supply equipment, takes effect on 1 November 2026. Issued on 5 October 2025, it establishes a compliance baseline for charging hardware rather than a vehicle range rule. Buyers and exporters should distinguish the vehicle from the supply equipment and verify the applicable product scope, test documents and destination-market requirements.

A New Compliance Baseline Starts Tomorrow

China's mandatory national standard GB 46519—2025, Energy Efficiency Grades and Minimum Allowable Values for Electric Vehicle Supply Equipment, takes effect on 1 November 2026. The official national standards record shows that it was issued on 5 October 2025. The State Administration for Market Regulation's implementation reminder and a 31 October CCTV report confirm the approaching effective date.

The standard establishes energy-efficiency grades, minimum allowable energy-efficiency values and test methods for the equipment within its scope. It is about the power-supply hardware used to charge vehicles, not a rule setting the driving range or energy consumption of an electric car.

That distinction matters: an efficient vehicle and an efficient charging cabinet are separate technical questions. A vehicle listing does not, by itself, demonstrate that a particular wallbox, cabinet or complete charging installation complies with this standard.

What the Standard Actually Provides

The three elements named in the official title serve different purposes. Efficiency grades provide a basis for classifying performance. Minimum allowable values establish the compliance floor for products covered by the standard. Test methods define how performance is assessed, reducing the scope for comparing figures obtained under incompatible procedures.

For buyers, operators and procurement teams, this creates a clearer documentary starting point. It does not mean that every efficiency figure in an advertisement can be accepted without checking the product model, test conditions and report. Nor does the standard's effective date automatically tell a buyer the electricity tariff, charging speed or total operating cost of a particular station.

The exact product boundaries and technical provisions should be read in the official standard text. A headline about “charging equipment” should not be stretched into a claim about every cable, connector, vehicle inlet or installation already in service.

Why Vehicle Exporters Should Separate Two Checklists

Chinese vehicle exports often involve discussions about both the car and the infrastructure needed to use it. Those discussions should remain technically separate. GB 46519—2025 is a Chinese standard for EV supply equipment; it is not a substitute for certification or grid-connection rules in an export destination.

A used-vehicle buyer therefore needs one file for the vehicle and another for any charging hardware supplied with it. The vehicle file covers configuration, battery information and inspection. The equipment file should identify the manufacturer and exact model, applicable standard edition, test documentation and installation requirements.

Local rules still determine whether the equipment can legally and safely be installed. Voltage, frequency, connector arrangement, protective devices, earthing and local electrical certification require market-specific confirmation.

Four Practical Questions Before Procurement

  1. Is this exact product within the standard's scope? Match the manufacturer, model and equipment type rather than relying on a generic product family name.
  2. What does the test documentation show? Check the applicable standard edition, tested configuration and conditions; do not infer compliance from a logo or marketing statement.
  3. What is included in the delivered system? Clarify the cabinet or wallbox, cable, connector, metering, cooling or auxiliary components and installation work so that quotations describe the same system.
  4. Does it meet destination-market rules? Chinese compliance and overseas approval are separate checks. Confirm grid compatibility, electrical safety and required local certification before shipment or installation.

Source and Scope Note

The standard number, title, issue date and implementation date come from the official national public standards record. The State Administration for Market Regulation's implementation reminder and CCTV's 31 October 2026 report independently confirm the 1 November implementation. This article does not quote numerical efficiency thresholds or assign an efficiency grade to any product; those determinations require the official standard text and product-specific test evidence.
